How is GPU thermal throttling different from GPU power throttling?

They are related but distinct failure modes. Thermal throttling is triggered by temperature crossing a threshold. Power throttling is triggered separately when average power draw reaches the configured power limit, causing the driver to lower clock frequency to stay under that cap. Both produce unpredictable clock drops under sustained load.
